Facebook에서 만난 Jordan Peterson이라는 교수의 추천도서 목록에서 발견한 책. 그의 추천도서 목록이 짧았고, 그 중에서 그나마 쉽게 읽을만 하여 고른 책이다. 아직까지는 번역이 안된듯 싶고, 아마 앞으로도 이런 책이 번역될 일은 없지 않을까. 

저자는 영국 버밍햄 근처의 병원에서 10년간 근무를 한 의사이다. 저자에 따르면 병원 주변은 낮은 소득으로 살아가는 사람들이 모여사는 슬럼가인데, 이곳에서 자신이 관찰한 ‘underclass’의 실상에 대한 에세이를 모은 책이다. 꽤나 현학적이고, 내 입장에서는, 읽기 쉽지 않은 문장으로 설명을 하고 있지만, 그가 이야기하는 영국 빈곤층 삶의 실상은 충격적이고, 분석은 흥미롭다. 책 전체를 통해서 작가가 말하고자 하는 바는 아래 문장들로 설명이 가능하다. 

‘Most of the social pathology exhibited by the underclass has its origin in ideas that have filtered down from the intelligentsia.’

‘The combination of relativism and antipathy to traditional culture has played a large part in creating the underclass, thus turning Britain from a class into a caste society.’

아마도 의도적으로 누락했겠지만, 위에서 이야기하는 지식인들은 당연히 좌파 지식인(Liberals)들이다. 저자의 관점에 따르면 현대 영국의 빈곤층은 물질적인 기준으로는 가난한 사람들이 아니다. 하지만, 그들은 정부의 도움을 통해 자신들의 환경을 개선하고, 스스로를 개선하려는 노력을 하지 않고 있다. 그리고, 이렇게 된 데에는 좌파 지식인들을 통해 유포된 모든 관점은 평등하다는 포스트모더니즘적인 생각과, 개인의 도덕성 보다는 사회구조적인 문제에 원인을 찾으려는 태도에 있다는 것이 그 핵심이다. 

‘In Africa, where I have also worked, the poor engage in a cruelly demanding battle to obtain water, food, firewood, and shelter for the day, even in the cities. This battle gives meaning to their existence, and another day lived without hunger in, say, Kinshasa, is a personal triumph of a kind. Survival there is an achievement and grounds for celebration. This is not so in my city, in which subsistence is more or less assured, irrespective of conduct. On the other hand, there are large numbers of people who are devoid of either ambition or interests.’

예전 빈곤층에 비해서 선진국 빈곤층의 문제는 미래에 대한 희망이 불가능하다는 점이다. 사회의 발달이 뒤쳐진 상태에서 빈곤층의 문제는 사회 전체적인 발전에 의해 완화될 수 있는 희망이 있었다. 빈민 중에서도 의지가 있고, 노력을 하는 사람들은 보다 쉽게 중산층으로 올라 설 수 있었다. 하지만, 현대 빈곤층의 문제는 미래에 대한 희망이 구조적으로 좌절된 상태라는 점이다. 그들은 보다 나은 세계를 꿈꾸지 못하고, 암울한 하루 하루를 살아간다. 이미 생존은 보장되었기 때문에 생존 자체가 삶의 가치가 되지는 않는다. 그렇기 때문에 삶의 의미를 찾는 것이 중요하지만, 교육을 통해서 이런 기회를 얻는 것이 갈수록 어려워지고 있다.  노숙자의 경우에도 마찬가지이지만, 영국 빈민층은 스스로 변화할 수 있는 기회를 주더라도 변화를 거부한다. 정부 보조금으로 잠시 소비 생활을 즐길 이후에는 다시 빈민의 삶으로 되돌아 간다. 

‘The underclass life offers them the prospect of freedom without responsibility, whereas their parents offer them only responsibility without freedom.’

저자는 사회의 구조화된 문제점에 대해서는 언급하지 않는다. 양극화된 사회에서 중산층으로 올라 갈 수 있는 비중은 정해져 있다. 남은 선택은 낮은 임금의 임시직을 전전하며 살아가는 것이다. 복지 제도로 인해 생존이라는 측면에서 큰 차이가 없다고 하면, ‘포기하면 편한’ 선택을 하는 사람들이 발생하는 것은 피할 수 없다. 개인의 도덕성을 비난하는 것만으로 문제가 해결될까? 빈곤층의 문제를 거의 전적으로 좌파 지식인들 탓으로 돌리는 그의 관점은 동의하기 힘들지만, 세계에서 가장 부유한 국가 중 하나인 영국 빈민들의 삶을 들여다볼 수 있는 기회를 제공해주는 독서 경험. 생각지 못했던 새로운 분야의 책을 찾고 있다면 추천.
